About the Sector

India is the world’s second largest producer of textiles and garments (Apparels). Abundant availability of raw materials such as cotton, wool, silk and jute and skilled workforce have made India a sourcing hub.

The industry is set strong growth buoyed by both strong domestic consumption as well as export demands. India's Garment Industry has been rapidly growing in last few years. The Garment Industry is of major importance to the Indian economy as it contributes substantially to India's export earnings.

The National Manufacturing Competitiveness Council (NMCC) had estimated that that there is need to create 7 – 8 million jobs in the manufacturing sector even to remain at the present unemployment level. As per this report a large number of persons will shift from agriculture and they could be employed mainly in manufacturing sector as most of them do not have the skill set required for employment in service sector. It has been further emphasized that the apparel sector is the main sector for providing employment to these persons.

Many of our competing countries like Bangladesh, Sri Lanka, Cambodia, Vietnam, Pakistan or even China are also using the apparel sector as the main manufacturing sector for creating employment especially for rural population, because the skill set required for employment in the apparel sector could be acquired easily.

Also, the garment industries, with some assistance of course, can be located in backward areas.


Based on the most common job profiles in the apparel and garmenting industry, the relevant courses in this sector are Hand Embroidery, Basic Sewing Machine, Basic Sewing Operator Industry, Supervisor, Checker, Quality Assurance and Industrial Engineer.

    • Hand Embroidery Courses
    • After completion of the course, candidates would be able to make decorative handicrafts, embroidery on clothes. The skills are relevant to the domestic manufacturing industry as also export oriented units.
    • Sewing Machine Operator - Basics
    • After completion of the course, candidates would be able to cut and sew the clothes at basic level. The course also delves into creating important garment components like collars, pockets, etc.
    • Quality Checker
    • After completion of the course, candidates would be able to check garments at Fabric level, Stitching level and Finished product level. Candidate will also understand cost effective ways of performing his duties.
    • Industrial Engineers
    • After completion of the course, candidates would be able to increase his employable value as an IE, with knowhow of lean manufacturing systems, concepts of productivity, formats and systems to control efficient production and reduce costing for the factories.

Projects (Scheme)

MSPL is actively engaged in developing and implementing many training programmes – some sponsored by the state or central governments, some in self-sustaining models.

Some of the government sponsored programmes in the apparel, garmenting and made ups that MSPL is engaged in are as follows:

Integrated Skill Development Scheme (Ministry of Textiles) :

ISDS aims to encompass all facets of skill development of the textiles industry, viz. basic training, skill up gradation, training of trainers, entrepreneurship development, etc. MOT is seeking to hire professional agencies to conduct skill development training programs and deliver post training placement services, so as to

  • Address the trained manpower needs of textiles and related segments including Handicrafts, Handlooms, Sericulture, Jute, etc. by designing an integrated framework of training based on the industry needs.
  • Increase the employability of the residents of the target areas.
  • Ensure that the scheme is designed and implemented in such a manner that its spans a wide range of skill sets.

Modelama is the Lead Implementation agency under ISDS, Component II, in the apparel and garmenting sector. It is operating through 34 centers in Delhi, NCR, Rajasthan and North east.

  • ISDS – NCR – In the NCR region it is one of the fastest growing training organization in the apparel sector with strong industry linkages. It is implementing training in the in-factory model as also class room models. Various partnership models for industries desirous of skilling or upgrading skills for the important job roles can get in touch with Head operations, MSPL. We also work with NGOs and development sector organizations to synergize and scale up our skilling projects.
  • ISDS- NE – Modelama has a significant presence in the NE with courses focusing on sustainability and market linkages (Hyperlink to North East project section).

Uttar Pradesh Skill Development Mission (UPSDM):

A National Skill Development Policy was launched in 2009 with the aim of training 500 million persons by 2022. The National Plan aims to skill over 4 million youth by the end of the 12th Five Year Plan. In order to achieve this target and provide employable skills to the youth of the State, the Uttar Pradesh Skill Development Mission (UPSDM) was instituted. UPSDM acts as an integrated mission which combines the efforts of various State Departments in achieving the skill development targets for the State. UPSDM is the implementing agency for skill development targeted at enhancing employability in Uttar Pradesh, subsuming the targets of various State Departments such as Rural Development, Urban Development, Labor, Minority Welfare, Social Welfare, etc.

Modelama is a lead implementation agency for Uttar Pradesh Skill Development Mission (UPSDM), partnering with Govt. of Uttar Pradesh for imparting short-term modular courses.

Established in the year 2013, UPSDM aims to provide training to school leavers, existing workers, ITI graduates, etc. to improve their employability. Existing skills of the persons can also be tested and certified under this scheme. Modelama has been awarded 5 districts (13 Tehsils) to impart skill training and placement for 4500+ candidates.
